Makes sense though. For several years now comic and magazine producers have been releasing their entire runs on CD-ROM. Big name rags like The New Yorker get headlines for it, but several Marvel and DC titles are available - every page (including ads) of every issue - on CD-ROM, from the '60s to early 2007. Mad Magazine did the same.

Guess if you've already got it all scanned, there's no reason to create a second revenue stream by offering online access.
